Google Ads gambling policy changes in 2026
Google changed how gambling advertisers are certified three times in 2026 and opened programmatic gambling ads in 37 more markets. This record sets out what changed, when, and why it matters to teams that also work on organic search.

- From 26 August 2026, new gambling certification applications use revised forms, and advertisers targeting several countries must apply separately for each.
- From 23 March 2026, Google requires gambling and games advertisers to show "good policy health", and repeated violations across a manager account can cost certification; trade press reported a further enforcement step from 14 September 2026.
- From 10 August 2026, programmatic gambling ads through Authorized Buyers were opened in 37 additional markets, including the UK and Canada, without the end-advertiser certification step there.
Google's gambling advertising rules tightened for advertisers and loosened for programmatic buying in 2026. Advertisers using Google Ads now face per-country certification, stricter landing page requirements and a policy health test, while authorised programmatic buyers gained access to gambling display inventory in 37 more markets from 10 August. For organic search teams the changes matter less for traffic than for standards: the landing page requirements Google sets for certified gambling advertisers are a useful benchmark for any page that represents a licensed brand.
The dates below come from trade and search-industry reports of Google's notices. Google's own policy pages remain the authority and should be checked before any campaign decision.
Timeline of changes
| Date | Change | Who it affects |
|---|---|---|
| 23 March 2026 | Updated certification eligibility (announced 22 January 2026): "good policy health" required; repeated revocations or violations under a manager account can forfeit eligibility | Gambling advertisers, agencies with manager accounts |
| 23 July 2026 | Revised certification standard announced; programmatic expansion announced | Advertisers and publishers |
| 10 August 2026 | Authorized Buyers may serve online gambling and social casino ads in 37 more markets; end-advertiser certification removed in those markets for this channel | Programmatic buyers and publishers |
| 26 August 2026 | New application forms mandatory; one application per country; no mixed gambling and social casino certifications in one account | New and changing applicants |
| 14 September 2026 | Reported by trade press (iGaming Expert, AGB) as the date the policy health requirement applies across all gambling and games categories | All gambling and games advertisers |
Per-country certification
According to PPC Land's report of Google's 23 July notice, advertisers targeting more than one country must now file a separate certification application for each. A single Google Ads account also cannot hold both online gambling and social casino certifications. Recertification is required promptly after any material change to the information in an application, or the account risks suspension. For multi-market operators, this formalises what licensing already implies: each jurisdiction is treated on its own terms.
Landing page requirements
The same report lists what certified advertisers' destination sites must show: an age warning, addiction resources, terms and conditions, and a footer naming the licensee, licence number and data controller. Affiliates must state in their footers that outbound links go only to entities licensed in the targeted region. Where the relationship between the advertising entity, the gambling entity and the domain is unclear, advertisers must document it.
These requirements apply to paid campaigns, but they describe exactly the information that search engines and AI assistants need to identify a licensed brand correctly. A licence footer, age warning and support links on every relevant page are good practice regardless of advertising. Requirements for the responsible gambling messages themselves differ by market; our comparison of messaging rules sets them out.
Policy health requirements
Google's Ads Help page, posted on 22 January 2026, made good policy health a certification requirement from 23 March 2026. Manager accounts that see repeated certificate revocations, or whose accounts are repeatedly flagged for gambling violations, can lose eligibility for new certificates and have existing ones revoked. The same page restates rules that already existed: sites on free subdomains, domains not directly owned by the business and domains unrelated to gambling are ineligible. iGaming Expert and AGB later reported 14 September 2026 as the date the requirement applies to all gambling and games categories; Google's help page is the authority if the two differ. Agencies running many gambling accounts carry more risk under this rule, because one client's violations can affect the manager account as a whole.
Programmatic expansion to 37 markets
AGB reported that from 10 August 2026, Google's Authorized Buyers can serve online gambling and social casino ads in an expanded set of 37 markets, with the end-advertiser certification step removed for that channel there. The list includes Australia, Austria, Belgium, Canada, Denmark, Germany, Ireland, the Netherlands, Spain, Sweden and the United Kingdom, among others. Ads must still comply with local law, and publishers can block gambling categories or specific buyers. Inclusion on the list is not a statement that gambling advertising is lawful in every part of a country; in Canada, for example, provincial rules differ, as our guide to Canada by province explains.
What this means for organic search teams
Paid and organic search are governed by different systems, and nothing here changes how Google ranks organic results. The overlap is in standards. A licensed brand whose pages already meet Google's landing page requirements for certified advertisers is also clearer to crawlers, AI assistants and regulators. A practical step is to check your main market pages against the list above: licensee name and number, age warning, support resources and data controller, visible on the page rather than buried in a PDF.
