Regulated online casino markets compared

Online casino is legal in far fewer places than sports betting, and where it is legal the advertising rules vary enormously. This comparison puts the main regulated markets side by side, with the rules that matter for search content.

In brief
  • In North America, online casino is live in seven US states and in Ontario and Alberta; elsewhere in Canada it is offered through government platforms.
  • In Europe, the UK, Germany, the Netherlands, Spain, Sweden and Denmark license online casino, each with distinct advertising limits; Italy bans almost all gambling advertising.
  • Advertising rules, not legality alone, decide how much search content a licensed brand can publish.

The main regulated online casino markets in 2026 are seven US states, the Canadian provinces of Ontario and Alberta, the UK, and several European countries including Germany, the Netherlands, Spain, Sweden, Denmark and Italy. Being regulated does not make these markets alike. The table below shows who regulates each, whether online casino is licensed, and the advertising rule that most affects search content. Facts are as of 24 October 2026 and should be checked with each regulator before use.

North America: legality before everything

In North America the first question is always where, not whether. Online casino is live in seven US states, while online sports betting is legal in many more; Maine legalised online casino in 2026, but its launch has been reported as slipping into early 2027. In Canada, Ontario and Alberta are the only provinces with open, competitive markets. Our US legal states tracker and Canada guide list the details with sources for each row.

European regulated markets are mostly open to licensed online casino, so the deciding factor for search content is advertising law. The range is wide. Italy's ban on almost all gambling advertising leaves little room for promotional pages, although regulators have treated licensed operators' informational content on their own sites differently. The Netherlands allows targeted online advertising only under strict conditions. Germany limits when online casino can be advertised. Sweden restricts bonuses to a player's first play. Denmark prescribes what every marketing message must display.

For a search team, these rules translate directly into page design. A bonus comparison page that is ordinary in the UK may be unlawful advertising in Italy and out of step with Swedish bonus rules.

The UK: detailed rules, applied to more content

The UK permits a wide range of gambling marketing under detailed rules. The CAP Code's rule 16.3.12 bans gambling ads with strong appeal to under-18s, and the ASA has applied the Code to an odds comparison site's posts and to operators' own unpaid social media content. Since 1 September 2025, the Code's online remit has extended to non-paid marketing by overseas operators licensed in Great Britain. Our UK advertising rules guide maps these to organic and affiliate pages.

Markets excluded from our coverage

We do not cover markets where online gambling or its promotion is prohibited, including India, mainland China, Indonesia and Saudi Arabia, except to note their exclusion. In India, the Promotion and Regulation of Online Gaming Act 2025 bans real-money online gaming and its advertising.

Brands licensed in several of these markets face architecture decisions that our guide to licence-driven site structure covers. To compare a market not listed here, our market assessment matrix sets out the questions in the order that settles them fastest.
